Well, TerraWorld is currently written in Lingo, which is a language created by MacroMedia which was bought by Adobe and is very similar to Flash. There is a Server/Client pack released by Unfungames called First Star Online 1.6.
If left to your own devices, and you wish to do it legally, this is going to cost you a hefty sum of money to get both of these items. Although, if you have are a pro internet-er, google is your friend.

Now for why terra isnt working for you.
My main guess is you dont have the newest client.

Secondly, if your Terra screen appears for a second and then closes, its because it doesnt have administrator rights.
Right click on TerraWorld.exe, go to properties, compatibility, and check the Run as Admin box then click apply.
